Does this mean it's a coup? President Obama, with the unanimous consent of his national-security team, has decided to delay the shipment of F-16 fighter jets to Egypt. However, the Pentagon says the joint annual military exercise with Egypt will continue. In the days following President Mohamed Morsi's ouster by the military, there was debate over whether what happened constituted a coup—Morsi was, after all, democratically elected—or whether he was kicked out by a popular uprising. If it was a coup, the U.S. would have to cut off $1.3 billion in military aid.
