The Republic of Ireland's Health Service Executive (HSE) Looks to Reverse Auctions to Save on Procurement

A very interesting development from Europe, as reverse auctions are poised to become a major part of the strategy of Ireland's health agency, the Health Service Executive. The Irish Times reports that the nation's largest spending agency is looking to use competitive bidding on over 4 billion Euro worth of goods, including gas, electricity, waste services and food. 1. Japan Reels from Devastation

Japan's national nightmare—a devastating mix of earthquake, tsunami, and
nuclear hazard—worsened on Sunday, with the death toll spiking to an
estimated 10,000 residents. Rolling blackouts are planned to conserve
energy, while authorities in Japan are laboring to head off another
nuclear-plant explosion that would leave them battling partial meltdowns
in two reactors in an area already devastated by the 9.0 quake and
ensuing tsunami. Prime Minister Naoto Kan said electricity will not be
restored for a few days, and declared this the "biggest hardship we have
experienced since World War II." Most of the estimated deaths are likely
to come from a single town along the northeastern coast where more than
half the population has not been accounted for. Lennox Samuels reports

2. Partial Meltdowns at Two Reactors

Japan's nuclear crisis seems to be getting worse, as officials say they
think partial meltdowns have occurred at two reactors damaged by the
earthquake and tsunami, and four others experienced serious cooling
problems. They also said they were bracing for a second explosion,
similar to the one that happened at the No. 1 reactor at Fukushima
Daiichi Saturday when they vented hydrogen from the overheating plant,
as they try to release pressure at the second failing reactor. The
Japanese Nuclear and Industrial Safety Agency said as many as 160 people
may have been exposed to radiation around the plant, and the Japanese
news media said three workers at the station were suffering from
radiation sickness. Though officials insist that the radiation leaks
were small and didn't pose a major health risk, they did distribute
iodine tablets to keep the thyroid gland from being exposed to
radiation.

3. Wisconsin Protests Reach New Heights

In the first weekend since Governor Scott Walker signed into law a bill
that will eliminate most bargaining rights for the state's union
workers, a crowd of up to 100,000 people showed up in Madison to show
their contempt. That number is greater than the largest protests in
Madison during the Vietnam War. Indeed, Wisconsin Republicans' fight
against union workers could be the biggest confrontation with laborers
in almost 30 years, when President Reagan fired striking air-traffic
controllers. Protesters cheered for the Democratic state senators who
recently returned to Wisconsin after fleeing to Illinois to try to
prevent the bill from being passed. "Our fight to protect union rights
has become a fight to protect all our rights," said Mark Miller, the
Dems' leader.

4. Japan Scrambles to Save Survivors

As danger at nuclear power plants continues to unfold, a massive search
and rescue operation is under way in Japan to find survivors of the
earthquake and tsunami. Japanese media estimate the current death toll
to be as high as 1,700, but much higher figures are feared: One coastal
town is missing 10,000 of its residents, and some of the hardest-hit
areas have still not been reached by rescue crews. The U.S. is sending
helicopters as well as an aircraft carrier equipped to serve as a
hospital.

5. Israel Approves New West Bank Housing

Israel has approved the construction of hundreds of homes for Jewish
settlers in the disputed West Bank territory. Officials confirmed that a
ministerial committee came to the decision on Saturday, a day after the
brutal murder of five family members, including a five-month-old baby,
in a West Bank Jewish settlement. An Israeli government official said
they would construct homes in settlements where Israel hopes to retain
their hold in a possible peace agreement with Palestinians. Palestinian
officials have disapproved and refused any direct contact with Israel
until they cease construction. "This decision is wrong and unacceptable
and will only create problems," said a spokesman for Palestinian
President Mahmoud Abbas. International law says that more than 100
Jewish-occupied settlements in the West Bank and East Jerusalem are
illegal, though Israel disputes this on the grounds of their 1967
occupation of the territories.
