CHEAT SHEET
MUST READS FROM ALL OVER
SITUATION ROOM
1. Obama's Middle East Head Spin
President Obama's ineffectual statement on Friday's massacre in Syria
that killed up to 100 demonstrators is the latest act of a White House
drama that began in 2009, starring a brilliant intellect who is
nonetheless confounded by events. The Daily Beast's Christopher Dickey
and John Barry on Obama's flailing foreign policy—which appears headed
for unmitigated disaster. Said one longtime friend of Joint Chiefs of
Staff Chairman Adm. Michael Mullen and Defense Secretary Robert Gates:
"They think it [the Libyan operation] is just nuts. We are destroying
our credibility with this situation, and there is really no answer to
it."

LIBYA
2. NATO Missiles Strike Gaddafi Bunker
Two NATO missiles seem to have struck a little close to home for Col.
Muammar Gaddafi, rupturing what appears to be an underground bunker in
Tripoli. Reporters were taken to an unpaved plot next to the Libyan
leader's Bab Aziziyeh compound and shown two craters that revealed what
appeared to be an underground bunker network. Libyan officials said the
lot served as a parking lot. NATO strikes seemed to meet with success on
the other side of the country as well, where a rebel commander said
airstrikes destroyed more than two dozen trucks and cars carrying
Gaddafi's forces near the city of Ajdabiya. In Misrata, good news seemed
to be on the horizon as a senior government official said the military
is pulling back from the rebel-held city that has been under siege by
Gaddafi's forces for nearly two months. However, the official, Deputy
Foreign Minister Khaled Kaim, said government troops would be making way
for tribesmen who would take up the fight against the rebels, which
would make it harder for NATO planes and drones to distinguish rebels
from pro-Gaddafi forces. He did not say when government troops would
withdraw.

3. St. Louis Airport Closes After Tornado
St. Louis' main airport remained shut down Saturday as crews cleaned up
after a tornado swept through the terminal, shattering glass and
injuring several people. Friday night's storm tore away a large section
of the roof at Lambert-St. Louis International, forcing the airport to
close indefinitely. Elsewhere in St. Louis, homes were damaged, trees
uprooted, and power lines knocked down. Several other tornadoes were
reported in the St. Louis area, but so far there appear to be only minor
injuries. Gov. Jay Nixon announced a state of emergency to help with the
cleanup. "The state of Missouri is ready to assist at every stage of
this emergency to keep Missouri families safe and help communities
recover," Nixon said.

DIRTY LAUNDRY
4. Ensign Will Still Be Investigated
You can run but you can't hide. Despite resigning over an affair with a
staffer two years ago, Sen. John Ensign (R-NV) will continue to be
investigated by the Senate Ethics Committee. "The Senate Ethics
Committee has worked diligently for nearly 22 months on this matter and
will complete its work in a timely fashion," Sens. Barbara Boxer and
Johnny Isakson, the top Democrat and Republican on the committee, said
in a statement. It's an unusual move: Usually ethics committee
investigations and Justice Department criminal probes of lawmakers come
to a halt after the member resigns. Ensign announced Thursday afternoon
that he would leave the Senate on May 3, two years after he acknowledged
having an affair with Cynthia Hampton, a campaign staffer and the wife
of one of his top aides. Though he had previously announced he would not
seek reelection, Ensign said he would resign after the Senate Ethics
Committee named a special prosecutor to continue looking into the matter
after the FEC and Justice Department had dropped their cases. "I was
hopeful that, with the closure of these investigations against me, the
wear and tear on my family would soon be over," said Ensign. "This was
not the case."

5. Court Reopens Blackwater Shooting Case
An appeals court has revived the prosecution of four Blackwater guards
accused of killing 14 Iraqis in a Baghdad street more than three years
ago. The three-judge panel ruled unanimously that a federal judge
misinterpreted the law when he dismissed all charges against the guards
in 2009. The four guards were accused of opening fire in a crowded
square while escorting diplomats away from a nearby bombing site. When
the shooting ended, 14 Iraqis were killed and 20 wounded. The shooting
badly strained relations between the U.S. and Iraq, and tarnished the
reputation of Blackwater to the point that the mercenary-contracting
company renamed itself Xe Services. It's not clear what effect the
ruling will have on the case: Though the court ruled that U.S. District
Judge Ricardo Urbina "made a number of systemic errors based on an
erroneous legal analysis" when he dismissed the charges, it also sent
the case back to that same judge for reconsideration.
