President Obama plans to spend the day playing basketball and has already congratulated Mitt Romney on a "spirited campaign"—but the former governor is still campaigning. Meanwhile, voters across the country are facing long lines and chaotic scenes. The Daily Beast's Howard Kurtz provides a handy guide to tonight's returns.

Confident

Perhaps getting a bit ahead of himself, President Obama congratulated Mitt Romney on a "spirited campaign" and expressed confidence that he would be reelected on Tuesday. While speaking at a local campaign office in Illinois, President Obama said, "I … want to say to Governor Romney congratulations on a spirited campaign ... We feel confident we've got the votes to win, but it's going to depend ultimately on whether those votes turn out." He added, "I expect that we'll have a good night, but no matter what happens, I just want to say how much I appreciate everybody who supported me, everybody who's worked so hard on my behalf."

CHAOS

Before Election Day had reached its halfway point on Tuesday, voters in key states found overwhelming lines and a flurry of misinformation at polling places. The Lawyers' Committee for Civil Rights said it had fielded thousands of calls from voters who had been turned away. In Pennsylvania, some were told they needed a photo ID to vote, when in fact only first-time voters do. Also in Pennsylvania, an electronic voting machine has been taken out of service after changing votes for Obama to Romney. Other polling places opened late or had too few staffers to handle the crowds. Voting in New Jersey, one watchdog group said, is a "catastrophe." And in New York, Mayor Michael Bloomberg had to help a poll worker find his name on the voter rolls.

Oh Joe

Joe Biden set a good example on Tuesday morning by voting in the 2012 election in Greenville, Del.—and he hinted that he may be on the ballot again someday. "It's always a kick," said the vice president of voting for himself. He should know: he's been on the statewide Delaware ballot eight times in his career. But even the guy second from the top of the ballot has to wait in line: shortly after the polls opened, the wait was already 13 minutes long and will probably get longer. Asked if he thought this would be the last time he'd vote for himself, Biden replied, "No, I don't think so." Cue rabid political speculation.
