Hurricane Arthur to Rain on July 4 Plans With its maximum sustained winds hitting 75 mph, Tropical Storm Arthur is now a Category 1 hurricane. It is expected to hit North Carolina on Thursday and head up the East Coast. The big danger are the rip currents it will generate after passing. "This is not a landfall-problem hurricane. This is a rip-current-problem hurricane," said CNN meteorologist Chad Myers. For example, when Hurricane Bertha was 1,000 miles from the shore in New Jersey and Maryland, its back-flowing water caused 1,500 lifeguard rescues in one week in Ocean City. Read it at CNN UNDER WRAPS 4. Up to 120 Secret U.S. Troops in Somalia The U.S. military revealed for the first time it has deployed 120 troops in Somalia since 2007 to help fight Islamic extremists. The admission goes beyond the Pentagon's announcement that it had sent a handful advisors in October. A U.S. official said that the forces are "not involved in combat," but rather are advising and training Somali forces. The U.S. plans to increase its military presence to help the country combat threats from Islamist group al Shabaab. It will also increase funding to the Somali National Army. Chris Christie Vetoes Gun Control Bill On Wednesday, Governor Chris Christie vetoed a New Jersey bill that would have limited ammunition magazines to hold 10 rounds instead of 15. Two parents of Sandy Hook shooting victims delivered 55,000 online petition signatures to his office supporting the legislation. Two hours later, Christie vetoed the bill because he said it wouldn't do anything to reduce gun violence. "I will not support such a trivial approach to the sanctity of human life, because this is not governing. Governing is confronting problems," Christie said. Instead, he suggested the state create a new standard for involuntary commitment of mentally ill patients and to require people with a history of illness to prove they're suitable to own a firearm.
