As a new storm barreled toward the Philippines, a Third Marine Expeditionary Brigade contingent arrived Monday to aid in search and rescue operations and other relief efforts. The Daily Beast's Hanqing Chen reports.

BUT NO CIGAR

Sometimes being close just isn't enough, and John Kerry of all people should know that. The secretary of State said Tuesday that the world's powers and Iran came "extremely close" to a deal over Iran's nuclear program, but there were still lingering doubts that the Islamic Republic might pursue a nuclear program. "We haven't been speaking in 35 years," Kerry told the BBC. "We just talked more in 30 hours than we have in 30 years prior." It's still unclear what exactly caused the talks to break down—early reports said France adopted a hard line on a heavy-water plant being built in Arak, while U.S. diplomats have said a major sticking point was the Iranian government's insistence on its "right" to enriched uranium. Kerry said Iran backed out of a deal on the last day of talks. Diplomats are expected to meet again Nov. 20 to pick up where they left off.

HORRIFYING

North Korea publicly executed 80 people in a stadium, some for offenses as minor as watching South Korean entertainment, according to a report in a Seoul newspaper on Monday. The daily JoongAng Ilbo quoted just a single source about the public execution, but a news agency run by North Korean defectors has reported rumors of killings in seven cities throughout the country. According to JoongAng Ilbo, 10,000 residents packed into a stadium in Wonsan and watched as the condemned were tied to poles, hooded, and then shot by a firing squad. "I heard from residents that they watched in terror as the corpses were so riddled by machine-gun fire that they were hard to identify afterward," the source said. No one executed was reportedly guilty of capital crimes.

HYPOTHETICAL

It's only been one week since Chris Christie trounced his opponent in New Jersey, so naturally there's already chatter about 2016. According to an NBC News poll released Tuesday, Christie would get 32 percent of likely Republican voters in a GOP primary—although 31 percent said they would prefer another (unnamed) candidate. Christie certainly has his base nailed down: 57 percent of Northeast Republicans back him, but party members in other parts of the country don't seem so sure, with just 29 percent of Southern voters backing him. And there's the Hillary Clinton challenge: 44 percent of all adults back Clinton, with just 34 percent throwing their support behind Christie. Clinton leads in every region and every ethnicity—and she has 65 percent support of her own party.
