SHUTDOWN

Republican donors say they are "angry" and "embarrassed" by the government shutdown. Mega-rich donors and bundlers have finally had enough of the Tea Party domination of the GOP. Donors told The Daily Beast's David Freedlander that they will withhold funds until sanity is restored to the Republican Party.

Not Again

The Italian coastline continues to suffer a string of bad luck with ships, but this time it wasn't a party boat: a boat carrying African migrants wrecked off Sicily on Thursday, killing as many as 94 people. Around 150 people have been rescued, but the boat may have been carrying as many 500, meaning many are still missing. The tragedy instantly became one of the deadliest migrant shipwrecks in modern history. The Italian islands of Sicily and Lampedusa are frequent targets of smugglers' boats since they are closer to Africa than the Italian mainland.

GREAT TIMING

The shutdown has forced the Treasury Department to furlough most of the employees enforcing sanctions on Iran, just as the U.S. is beginning new negotiations. Josh Rogin and Eli Lake report on the potential fallout.

Sabotage

Millions of low-income blacks and single mothers living in Republican-controlled states will not get health-care coverage under Obamacare because their states have refused to participate in expansions of Medicaid, Census data reveals. Under the new health-care law, the federal government will pay to add more low-income Americans to the Medicaid rolls. But ironically, the states with the highest concentrations of poverty have rejected the expansion: the 26 states that have refused to participate are home to 68 percent of poor, uninsured blacks and single mothers and 60 percent of the working poor.

Tough Job

A team of 19 United Nations weapons inspectors that has entered Syria by land from Lebanon is beginning the first stages of dismantling President Bashar al-Assad's chemical-weapons stockpile. The process is a long, difficult slog that continues to be fraught with danger despite Assad's cooperation. Rebels continue to bomb at random, and an attack on Tuesday hit the Four Seasons Hotel in one of the most exclusive parts of Damascus. The inspectors are working as secretly as possible, but will start by verifying the Assad government's information on the weapons. Most Syrians believe the chemical weapons are beside the point now that 100,000 people have already died, mostly killed by conventional weapons.
