Essential personnel are still on the job, but administrators who might help connect offices have been furloughed and most government websites are not being maintained. Preschool Programs Close in Shutdown The latest victim of the budget battle in Congress: preschoolers. Thousands of poor children have been cut from the federal Head Start program in ten states that lost funding on October 1. One of the states, Massachusetts, has provided a stopgap measure, and other states are trying to do the same to keep the pre-K programs open. "I cannot afford to pay child care. Palestinians Reclaim Acres of Settlement In a rare legal victory, a group of Palestinian farmers were granted the rights back for 500 acres of land they had lost 40 years ago to an Israeli settlement. The government had seized the area from residents of Burka in the West Bank. It was used to build the Homesh settlement, which was bulldozed eight years ago during the Israeli withdrawal from the Gaza Strip, but the original owners were barred from returning. Last week, the military lifted those restrictions and allowed the farmers back onto their land.
