MINE My precious! Iran said it will not return a U.S. drone aircraft that it says it shot down last week, the country's top generals said. "No nation welcomes other countries' spy drones in its territory," said Gen. Hossein Salami, deputy commander of the Armed Forces. "And no one sends back the spying equipment and its information back to the country of origin." Tehran released a video of the drone Thursday, but U.S. officials have not confirmed that it is an American unmanned plane. But the Pentagon said it was missing a drone that was involved in reconnaissance in Afghanistan. WARMER A hard-fought deal has been reached Sunday at the United Nations climate conference in Durban, South Africa, aimed at setting up an accord that would continue to legally bind countries to carry out emission pledges that they make. Currently, under the Kyoto Protocol, only industrialized countries are bound to cut emissions, but that agreement expires next year. Under the new accord, that commitment would be extended for at least another five years. The U.S. was a reluctant supporter of the proposed Durban Platform. Environmentalists say the conference avoided a train wreck by at least agreeing to a deal, but leaders failed to address deeper cuts in carbon emissions. JUSTICE Former Panamanian dictator Manuel Noriega has been flown home to face a 20-year prison term for the murders of his oppoents when he ruled in the 1980s. Noriega, 77, has already spent the last two decades in jail—first in Florida and then in France, for drug trafficking and money laundering—after being toppled by the U.S. in 1989. And now he goes from France back home after being convicted in absentia on three homicide cases. IN THE COLD Thousands of the poor across the Northeast are going to have a tough winter after the federal government cut home heating aid to states like New Hampshire and Massachusetts. Congress is considering making further cuts of more than $1 billion from last year's $4.7-billion Low Income Home Energy Assistance Program. It had served nearly nine million households.
