2. Suicide Bomber Kills Nine at Afghan Base
The day after a suicide bomber wearing an Afghan National Security
uniform blew himself up, killing the police chief of Kandahar, another
bomber also wearing a police uniform has killed five NATO service
members and four Afghan National Army soldiers. The blast occurred at an
early Saturday morning meeting of the Afghan 201 Corps in eastern
Afghanistan, and NATO officials are calling it one of the worst of its
kind. The Taliban claimed responsibility for the attack, saying it
marked the beginning of the spring campaign. "We had recruited this man
one month ago and he was serving as an Afghan soldier for the last
month," said Zabiullah Mujahid, a Taliban spokesman. U.S. officials say
they are concerned that the Afghan army and police are being infiltrated
as their ranks increase rapidly.

3. Japan Nuke Plants Ordered to Prepare for Aftershocks
Just hours after Japan's nuclear safety agency ordered power plants to
improve earthquake readiness, a magitude-5.9 aftershock rocked the
northeast of the country. No damage at the Fukushima plant was reported.
Utility companies are supposed to reinforce or rebuild power lines
connecting each reactor to prevent another outage like the one following
an aftershock on April 7. The reactors must maintain power in order to
keep the reactors from overheating, as several Fukushima reactors did
following the March 11 quake and tsunami. Meanwhile, the newspaper Asahi
Shimbun reported that a secret plan to dismantle and nationalize Tokyo
Electric Power Co., the utility operating the Fukushima plant, is being
passed around within the government. The plan would put the company into
government-supervised bankruptcy and restructure its assets. On Friday,
Tepco announced plans to distribute $12,000 to each household evacuated
from the area around the crippled reactors.

4. NATO Running Short on Some Arms
Senior U.S. and NATO officials reported Friday that the alliance is
running out of some bombs in Libya—which could mean the U.S. may have to
return to the conflict. After the U.S. commandeered the early part of
the Libyan airstrikes, NATO—led by Britain and France—has since taken
over the campaign at the U.S.'s urging. But despite the intense support
by British and French leaders for the campaign, the lack of munitions,
including precision bombs and aircraft, shows their limitations. NATO
commanders have not asked the U.S. to come back, but NATO officials
admitted they can't keep up with the pace of the bombing. Meanwhile on
the ground, rebels and Human Rights Watch reported that Col. Muammar
Gaddafi's troops had used cluster bombs against civilians.

5. Wall Street Warns GOP About Debt Ceiling
It's not just Tim Geithner who's warning about the dangers of not
raising the debt ceiling: Wall Street is pressing Republicans to reach a
deal, lest fears over the U.S. defaulting on its debt send the global
economy into a tailspin. During a recent series of meetings, Wall Street
executives and lobbyists warned Republican lawmakers that letting the
debate drag into the summer would disrupt credit markets. The government
says it will reach its borrowing limit on May 16 and risks defaulting on
its debt on July 8 without fresh funds. Though some lawmakers believe
the debate can go past May 16 without causing too much damage, and the
White House has indicated it might take until June to reach a broader
deal, taking the debate down to the wire will likely make businesses and
investors skittish. "Bond markets will start to get very nervous if we
go beyond May 16 without a debt-ceiling agreement being reached," said
Ajay Rajadhyaksha, head of fixed-income strategy at Barclays Capital.
And if investors don't trust long-term government debt, interest rates
would rise, making the government's borrowing costs go up and hastening
the risk of default. "Wall Street understands that if we default on our
obligations, our markets are going to crash," said freshman Rep. Michael
Grimm (R-NY). "They're doing their job and talking to a lot of members."
