Developing Tragedy struck a Nairobi shopping mall on Saturday when several gunmen attacked shoppers with AK-47s and grenades. Although the story is still developing, there are reports of at least 20 dead and dozens wounded. The attackers are also believed to have taken seven people hostage. Witnesses say the gunmen told Muslims in the mall to stand up and leave, as only non-Muslims would be targeted. Authorities surrounded the mall to contain the situation, which the Kenyan Secretary of the Interior deemed "under control" six hours after it started. Although Nairobi sees its fair share of armed robberies, the attackers' comments on Muslims, as well as their apparently otherwise indiscriminate shooting at mall patrons, indicate that this may be a terrorist attack by Islamists from neighboring Somalia. The militant group al-Shabab has in the past threatened to strike the mall. However, no group has yet claimed responsibility for the ongoing attack.

But the Organization for the Prohibition of Chemical Weapons postponed a Sunday meeting to discuss the disarmament implementation worked out by the U.S. and Russia. Problems of execution are already arising, and the two powers are clashing over how to establish whether Syria violated the weapons agreement.
