The European Union agreed Tuesday to harsh new sanctions against Russia to punish the country for its involvement in Ukraine. After months of hesitating, EU ambassadors united and agreed to send a potentially crippling economic message to Moscow, with sanctions hitting oil, gas, and military sectors. Much of Europe is reliant on Russia for its energy supply and was loath to enforce severe sanctions, but the downing of MH17 reportedly changed attitudes. "The plane changed everything," said Sophia Pugsley of the European Council on Foreign Relations.
