The U.S. began to confirm last month that Russian anti-aircraft weapons, like those used to shoot down the Malaysian airliner, were being put in the hands of rebels in Ukraine. Eli Lake reports that Kiev was requesting the radar-jamming and detection equipment from Washington needed to foil those weapons. Why hasn't the U.S. answered?
SAVING THE DAY?

John Kerry isn't afraid of the FAA. Just a day after the top U.S. airline regulator banned flights to Tel Aviv, Kerry flew in to try to wheel and deal an end to the violence in Gaza. Kerry flew from Cairo and went to Jerusalem to meet with UN Secretary General Ban Ki-moon. He will then travel to Ramallah in the West Bank to talk with Palestinian leader Mahmoud Abbas. After that, Kerry is scheduled to head back to Tel Aviv for talks with Israeli Prime Minister Benjamin Netanyahu. Kerry has backed an Egypt-proposed ceasefire to stop the violence so negotiations can take place. That truce was already accepted by the Israelis, but Hamas rejected it. Recently, both President Obama and John Kerry have raised concerns about the growing number of Palestinian civilian deaths, most notably the number of children.

With the Iran-backed forces of Hezbollah stretched thin in Lebanon, Syria, and even Iraq, its boss is shrinking from supporting Hamas against Israel. Jamie Dettmer reports Hezbollah doesn't think Palestinians are worth starting a war over.
SPEAKING OUT

Just in case the House wasn't in enough of a tizzy over his last request for emergency funds, in a speech at a fundraiser on Tuesday, President Obama pointed to climate change as a reason for rampant wildfires. "A lot of it has to do with drought, a lot of it has to do with changing precipitation patterns, and a lot of that has to do with climate change," the president said. The president has asked for $615 million in emergency funds to fight wildfires out West, notably in Washington state, where nearly 400 square miles have been burned.

MOVING ON

Former Reebok and Dollar General CEO David Perdue is officially the GOP nominee for Senate after winning a runoff against 11-term Georgia Representative Jack Kingston on Tuesday. Perdue, who spent $3 million of his own money, will face Michelle Nunn in November. While it was a Tea Party versus Establishment race, it did get heated as Perdue was opposed by multiple super PACs, including that of the U.S. Chamber of Commerce.
