NUCLEAR

Boom! Senate Democrats invoked the long-threatened "nuclear option" this morning, drastically limiting Republicans' ability to block federal appointments. On a mostly party-line vote of 52-48, the chamber decided that all presidential nominees, save for potential Supreme Court justices, can be confirmed by a simple majority rather than the 60 votes previously necessary to override a filibuster. The Daily Beast's Ben Jacobs reports on the landmark vote.

TRIAL

Kennedy cousin Michael C. Skakel has been ordered free on bail after more than a decade in jail for the murder of a teenage girl in Greenwich, Connecticut. The case has a long and dramatic history, going back to 1975 when the body of 15-year-old Martha Moxley was found battered in her family's backyard. Skakel, who was also 15 at the time, was tried and convicted decades later, and sentenced to 20 years in prison in 2002. Since then his family has fought doggedly to overturn the ruling. Skakel is the nephew of Ethel and Robert F. Kennedy.

FINALLY

A spokesman for the government of the Central African Republic says that the country is in talks with Ugandan warlord Joseph Kony, working towards his surrender. The news comes as the African Union's special envoy says there are reports that Kony is suffering from a "serious, uncharacterized illness." Kony is wanted by the International Criminal Court for alleged war crimes, and the U.S. government has offered up to five million dollars for information resulting in his arrest.

DRUGS

This week, researchers at The University of Southern Florida unveiled a study that officially links synthetic cannabinoids—most commonly referred to as K2 or Spice—to strokes in "otherwise healthy adults." The news isn't groundbreaking; reports of negative reactions to K2 have been surfacing for the past five years. But for those who mistake fake pot for a harmless substitute that will allow them to bypass a drug test, it's a crude awakening. The Daily Beast's Abby Haglage reports.

NOMINATION

The Senate Banking Committee voted 14-8 in favor of sending Janet L. Yellen's nomination to lead the Federal Reserve Board to the full Senate. Three Republicans—Bob Corker of Tennessee, Mark Kirk of Illinois and Tom Coburn of Oklahoma—voted for Yellen. One Democrat, Joe Manchin III of West Virginia, voted against her. The Fed's expansive monetary policy, known as quantitative easing, has become a flash point in the nomination for Yellen, as she is viewed as supportive of such policies. The full vote in the Senate will likely come in December.
