Could those tax hikes and budget cuts be taking a toll already? The March jobs report fell far short of expectations, with only 88,000 new jobs created. Economists had expected about 200,000 additional jobs. The good news is that estimates for previous months were raised, meaning the unemployment rate dropped from 7.7 percent to 7.6 percent. Labor force participation, however, is still weak, with only 63.3 percent of the population employed or looking for work, the lowest point since 1979.

INFRASTRUCTURE

An illegally constructed building in a suburb of Mumbai caved in on itself, killing at least 41 people, including 11 children. More than 20 people remain missing, and rescue workers are digging through the rubble in search of possible survivors. Some of the dead were construction workers, who were living in the building as they were working on it. Police are searching for the owner to arrest him. Building collapses are common in India, as builders use cheap materials or build several stories higher than they're supposed to.

COMPROMISE

Maybe now that the sequester is starting to bite, Congress can pass a budget. Administration officials say President Obama will send a new proposal to Capitol Hill next week that includes cuts to Social Security and Medicare, an attempt to win over deficit-focused Republicans. The plan looks a lot like the final compromise Obama reached with John Boehner last year before the speaker rejected the president's demand for higher taxes. The proposal does include some things on the Democratic wish list, such as money for universal prekindergarten education raised by taxing cigarettes. The White House will unveil the budget plan Wednesday, shortly before Obama dines with a dozen Senate Republicans.
