PATTERN OF ABUSE
The cops in Ferguson have been in trouble before. Michael Daly reports on the time they arrested the wrong man, and then charged him anyway for bleeding on their uniforms after four of them allegedly beat him. This is how the Ferguson PD ran the town where Michael Brown was gunned down.
CURVEBALL
ISIS has been on the forefront of American minds since taking over Iraq's second-largest city two months ago. Eli Lake reports that U.S. analysts are still trying to figure out how big the group is, as well as the real identities of its leaders.
SUGAR DADDY

In just the past year, the Pentagon handed $500 million worth of military equipment to local law enforcement. The swag comes from the Defense Department's excess property program, which has supplied over $4.3 billion worth of gear since 1997. This includes military aircraft, weapons like grenade launchers, and armored vehicles. And it's just a click away for police. Local departments can shop on the DOD's website for smalls arms and supplies, or fill out a one-page request form for an armored vehicle.

GIVING UP

Iraqi Prime Minister Nouri al-Maliki is finally stepping down. Shiite lawmakers said Maliki, who previously refused to relinquish power, agreed to resign after a meeting of Dawa party members in Baghdad late Thursday. He will now support the nomination of Haider al-Abadi as the next prime minister.

EXTRA EYES

The first few dozen National Guard soldiers have taken up their observation posts along the Texas-Mexico border, according to Texas National Guard Master Sgt. Ken Walker of the Joint Counterdrug Task Force. The troops are part of the 1,000 or so soldiers Gov. Rick Perry called for last month to help secure the border. The troops have been specially trained to man the observation towers and their goal is to serve as extra eyes and report suspicious behavior to authorities. Some 63,000 unaccompanied children, dubbed "border kids," were arrested crossing the border illegally between last October and July, creating a crisis that has heightened calls for immigration reform.
