ROYAL BABY WATCH
The palace confirmed early Monday morning that Catherine, the Duchess of Cambridge, has gone into labor. The duchess arrived via car with William—thus denying the long-suffering press corps camped outside the hospital a photograph. Her labor wasn't induced, but other than that, details are scarce. The world will find out that the baby is born when an aide leaves the hospital carrying a sheet of paper detailing the baby's sex, weight, and time of birth. It then will be posted on an easel outside Buckingham Palace—and the Palace won't tweet for at least a half hour. SHAKEUP

An estimated 54 people were killed and more than 300 injured early Monday morning when twin earthquakes struck Dingxi in Gansu province, a remote, mountainous province. Officials said that rescuers are still trying to reach the victims, and that more than 21,000 buildings were "severely damaged"—and 1,200 collapsed. The initial earthquake, measured at 5.9-magnitude by the U.S. Geological Survey, struck at 7:45 a.m., followed by 5.6-magnitude tremor at 9:12 a.m. Pictures on state television showed rural villages with rubble-strewn streets, and rain is predicted for later in the day—which could hamper rescue efforts.

STILL HORRIFYING

This is still horrifying. Dubai's government on Monday pardoned a Norwegian woman who claimed she was raped by a co-worker but had been charged with having sex outside the marriage. The woman, Marie Deborah Dalelv, had gone to the police after allegedly being raped by a co-worker in March, but she was instead charged and her sentence began last week. She went public last week to pressure the authorities in Dubai—and to challenge the city's attempt to be known as modern. Dalelv said she is "overjoyed" her sentence is over. She has her passport back and plans to leave the United Arab Emirates soon.

HELLO MIDWEST

We all miss the campaign, Mr. President. Obama will remind us of all the glory days of the campaign with a tour of the Midwest this week—although he will be giving policy speeches on his economic agenda, the White House said on Sunday. The president will kick things off at Knox College in Galesburg, Illinois, where he is expected to unveil a plan to pump more life into the nation's economy. The White House declined to give any real details, except to say that it expects a fight with Republicans afterward. That does not really sound like a fun summer, but whatever works. After the Knox College speech, Obama will give a series of smaller speeches on several of his key policy concerns, including health care, the cost of higher education, housing, and creating more manufacturing jobs.
