1. What's Really Going On With Gabby Giffords?

Three months after the Arizona attack that left Rep. Gabrielle Giffords
in a coma, she is walking, talking, and wants to attend her husband's
space shuttle launch. But will she ever fully recover? In this week's
Newsweek, Peter J. Boyer spoke with Giffords' staff, family, and doctors
and found that Giffords has both made great progress and still has a
long, difficult journey ahead of her. Though Giffords is recovering, her
chief of staff says some media reports have created the impression that
"she was sitting in the hospital room milling over polls and considering
her political future. And she's not." Her doctors caution that Giffords'
progress must be seen from the perspective of a "new normal." Her
husband, Mark Kelly, dismisses talk of the election as premature. "We
haven't discussed any Senate race with her," he says. "And I have no
plans to do that for some time. She's focused on her recovery."

2. Japan Expands Evacuation Zone

On the one-month anniversary of the devstating earthquake and tsunami,
Japan has extended the evacuation zone around Fukushima Daiichi,
planning to resettle people from several towns that are between 20 and
30 kilometers from the nuclear plant. The risk is not immediate,
according to Japanese officials, but is meant to protect against dangers
of long-term exposure to radiation. Overall, 62,000 people will be
affected. The move comes as a second large 7.0 aftershock hit
northeastern Japan, triggering a brief tsunami alert and shutting down
power for two of the damaged reactors.

3. Obama to Propose Deficit-Reduction Plan

After sitting on the sidelines of the budget debate, President Obama
will enter the fray Wednesday by setting targets for deficit reduction -
and coming out in favor of cuts to Medicare and Medicaid. Still, there
is a gap to bridge between Obama and Republicans, who want to
essentially privatize Medicare and Medicaid while offering tax cuts to
the wealthy. Obama will not offer a specific plan but wants any solution
to include tax hikes for the rich and cuts to defense spending. The Wall
Street Journal says Obama's proposal "caught Democrats in Congress off
guard."

4. Gaddafi Accepts A.U. Peace Plan

He's not the most trustworthy guy, but this is still cause for hope:
Libya's Col. Muammar Gaddafi agreed Sunday to a "road map" for peace
with rebels presented by the African Union, whose top leaders paid him a
visit in Tripoli. The agreement calls for an immediate ceasefire, for
cooperating with humanitarian aid, and for starting a dialogue with the
rebels. It does not, however, make any mention of Gaddafi leaving
office. NATO allowed African Union planes to enter the no-fly zone over
Libya, but said it would not accept any agreement that didn't include
transferring Gaddafi out of power. Rebel leaders are skeptical of the
plot, though, since Gaddafi has long been a champion of the African
Union and Libya holds a spot on its 15-member board. He also has wide
support among the AU nations. The AU delegation plans to meet with
rebels on Monday, and has called on NATO to suspend airstrikes to "give
the cease-fire a chance."

5. U.N., France Fire on Gbagbo

Laurent Gbagbo's residence must be quite the stronghold: The Ivory Coast
leader, who refuses to hand power over to his democratically elected
successor, is still holed up. The latest assault came from U.N. and
French helicopters, which were retaliating for attacks by Gbagbo's
forces on U.N. headquarters. The attacks were personally authorized by
U.N. Secretary General Ban Ki-Moon. Gbagbo's opponent, Alassane Outtara,
may not be hero he once seemed: A U.N. report says his troops have
killed hundreds of civilians, raped Gbagbo's supporters, and burned
villages.
