2. Rebels to Get Gaddafi's Assets

Col. Gaddafi can't be happy about this. NATO and leaders of Arab and
African countries have agreed to "work urgently" to transfer Gaddafi's
frozen assets to the rebels. The announcement comes after the first
meeting between members of the NATO-led coalition, regional leaders, and
the Libyan rebels. "This is the money of the Libyans, not of Colonel
Gaddafi," said Italy's foreign minister, Franco Frattini, who added that
the aid would go toward "humanitarian and daily needs." Rebel leader
Abudl Hafidh Ghoga expressed optimism about members of the coalition
soon arming the rebels, but he would not reveal whether any agreement
had been reached. "We have made a request to those friendly nations and
those who have made their official recognition, and we are in the final
stages of requesting military equipment," said Ghoga. If the rebels get
military aid, it will likely be from single nations rather than from the
coalition as a whole.

3. U.S.: Iran Active in Mideast Protests

Iran is secretly helping Syrian President Bashar al-Assad put down
pro-democracy demonstrations, and discussing aiding Shiite demonstrators
in Bahrain and Yemen, U.S. officials say. Iran has been providing Syria
with equipment and training on suppressing protests, including advice on
how to curtail and monitor text-messaging and Internet activity. They've
also been sharing their experience in putting down the 2009 Green
Revolution. "These guys know the best practice in this kind of situation
- they've had lots of experience in this sphere," said a U.S. Defense
official. The U.S. has also intercepted communications between Iranian
officials about sending cash and weapons to Shiite opposition elements
in Bahrain and Yemen. The debate still seems to be ongoing, though one
official says they have intelligence showing Iran has already made small
transfers of money and weapons to Bahrain. U.S. intelligence agencies
have long been skeptical of Bahrain and Yemen's claims that Iran is
meddling in their affairs, but last week Defense Secretary Robert Gates
said the U.S. had evidence of Iranian interference in the region.

4. Sources: U.S. Investigating Banks' Libor Dealings

Sources said Wednesday that U.S. officials are investigating whether
some of the world's biggest banks worked together to understate their
own borrowing costs before and during the financial crisis - affecting
trillions of dollars in loans and derivatives. The borrowing costs are
used to calculate the London interbank offered rate, or Libor, and for
the past year, law-enforcement officials have been investigating if
banks effectively formed a global cartel and coordinated how to report
borrowing costs between 2006 and 2008. The investigation is being led by
the U.S. Justice Department and the Securities & Exchange Commission.
Roughly $10 trillion in loans and $350 trillion in derivatives are tied
to Libor, which affects costs of everything from corporate bonds to car
loans, and if the rate was kept artificially low, then borrowers were
not likely to be harmed—meaning struggling banks would not have to
answer questions about their practices.

5. U.S. Drone Strikes Enrage Pakistan

Pakistani officials issued a sharp criticism to the U.S. after the CIA
launched two missiles at militants in tribal areas Wednesday. The drone
attacks came only two days after Pakistan's spy chief told the U.S. to
drastically reduce its CIA operations in Pakistan in response to CIA
agent Raymond Davis' alleged killing of two civilians in the midst of a
mugging. Pakistan's foreign ministry issued a statement saying these
attacks are "counterproductive and only contribute to strengthen the
hands of the terrorists." CIA Director Leon Panetta, Joint Chiefs of
Staff Chairman Adm. Mike Mullen, and the chief of Pakistan's lead spy
agency, Lt. Gen. Ahmed Shuja Pasha, said they had agreed on Monday that
the CIA will give advance notice of drone strikes and will carry out far
fewer. Despite the Pakistani response, American officials insisted
Wednesday's strikes are "consistent" with the agreement.
