BROKEN CITY

After Officer Darren Wilson killed Michael Brown in August, Ferguson boiled over in anger. Now a pregnant woman claims in a lawsuit she was raped in jail by a Ferguson officer. Michael Daly writes it only adds to the foreboding over the Michael Brown grand jury.

Terror at Worship

Three Israeli-U.S. dual citizens and several others were killed or wounded in a terrorist attack at a Jerusalem synagogue Tuesday morning. The two Palestinian attackers were killed on the scene by police. Reports gave varying totals of people wounded from six to eight in the deadliest attack in Jerusalem in years. Police said the assailants shot at people as they prayed, while also using meat cleavers and axes to assault those attending the morning service. Prime Minister Benjamin Netanyahu blamed Hamas for inciting the murders. "We will respond decisively to the horrific murder of Jews who came to pray and were killed by despicable murderers," he said as Hamas praised the murders. The Popular Front for the Liberation of Palestine said the two assailants belonged to the organization. Palestinian President Mahmoud Abbas condemned the attack, but blamed Israeli "provocations."

FAILURE TO LAUNCH

The U.S. made fighting ISIS a top priority, but it doesn't have enough drones or other surveillance aircraft to achieve its goal, reports Dave Majumdar. National intelligence officials tell The Daily Beast there's a shortage of surveillance planes to not only strike but keep tabs on ISIS.

Dirty Tricks

Emil Michael, a senior executive at Uber, suggested the company consider hiring a team of opposition researchers to dig up dirt on its critics in the media—and specifically to spread details of the personal life of a female journalist who has criticized the company. Michael made the comments in a conversation he later said he believed was off the record. In a statement through Uber on Monday evening, he said he regretted them and that they didn't reflect his or the company's views.

SERIOUSLY

Democrats may elect the first woman as president, but the Republicans have the diversity. The GOP has got Marco Rubio, Ben Carson, and Bobby Jindal vying for president, while Hillary Clinton battles off some old white guys, reports Tim Mak. It's clear that the Republicans' often-mocked outreach programs to minorities have actually paid off.
