Terrorists have attacked the Canadian government twice this week: first by running over two soldiers and then by attacking parliament Wednesday. While officials are quick to finger ISIS for the attacks, Tim Mak, Eli Lake, and Jacob Siegel report that it's still not clear whether or not the killers were part of a larger jihadist web.

MUCH IMPROVED

A man jumped the White House fence late Wednesday, but the Secret Service apprehended the intruder before he came close to the residence. "An individual jumped the north fence of the White House. He was immediately taken into custody by canine units and Uniformed Division officers," said Secret Service spokesman Edwin Donovan. He also said no shots were fired. A video posted on Fox News appears to show the jumper kicking a dog. Law-enforcement officials said the jumper was sent to a hospital to be treated for dog bites.

In recent months, Senator Rand Paul's foreign policy has been called everything from "incoherent" and a "mess" to something visionary that Bill Maher can get behind. On Thursday night, reports Olivia Nuzzi, Paul will try to end confusion over his foreign policy with a major speech—and will use Malala Yousafzai to hit President Obama.

PILING UP

A monitoring group tracking violence in Syria announced Thursday that U.S.-led airstrikes in Syria have killed 521 Islamist fighters and 32 civilians so far. According to the Syrian Observatory for Human Rights, most of the deaths, 464, were among ISIS militants. An additional 57 of those killed were from the al-Nusra Front. Six of the civilians were children and five were women.

BEAUTIFUL

Miatta Urey was one of four children who contracted Ebola after their father died in Liberia. One of the children, a 4-month-old baby girl would also succumb. Miatta, 6, ended up beating the disease in a miraculous recovery. Wade C.L. Williams tells her story.
