Barack Obama is well aware of the role that his mastery of political theater played in his rapid ascension to the White House, but suddenly he's decrying the more dramatic parts of his job. It's all an attempt to dismiss criticism as beneath him, writes Stuart Stevens, who argues that Obama seems more like a passive observer than president.
OUT OF BOUNDS

The Baltimore Ravens said Monday they have cut Ray Rice from the team following TMZ's posting of a video from February in which Rice is seen knocking out his then-fiancée and now-wife Janay Palmer. Several months ago, video footage of Rice dragging Palmer out of the elevator led the NFL to suspend him for two games. It seems the Ravens need double confirmation of domestic abuse before firing players. In response to the initial outrage, the NFL has already established a new policy for domestic violence: First-time offenders will automatically be suspended six games and repeat offenders will be suspended indefinitely. Rice and Palmer were married a month after the attack. Since the video's posting, the NFL has issued a statement: "We requested from law enforcement any and all information about the incident, including the video from inside the elevator. That video was not made available to us and no one in our office has seen it until today."

In a new, unexplained shift, the Air Force is compelling its troops to use the phrase "so help me God" in their oaths—or leave the military. Dave Majundar reports on the case of an atheist airman who isn't being allowed to reenlist because he won't use the phrase "so help me God" in his oath.

Massive storms in the Phoenix area have wreaked havoc in Maricopa County, Arizona. Phoenix Sky Harbor International Airport recorded two inches of rain, a historic high, while other parts of the state saw as much as five inches. Schools, highways, and streets have been forced to close due to the worst flooding the state has seen in 44 years. Tens of thousands have lost electricty. "Occasionally we'll get a storm that really dumps on the west end of U.S. 60, or the central part, but not to this extent over the whole urban area," said Steve Walters, a flood-warning branch manager for the Maricopa County Flood Control District.
