AFTERMATH

President Obama surveyed the damage in Moore, Okla., the town devastated by a tornado that killed 24 and displaced thousands from their homes last week, calling the damage "hard to comprehend." "Everywhere, fellow Americans are praying with you, they're thinking about you and they want to help," the president said. "And I'm just a messenger telling you that you are not alone." Obama delivered his remarks while standing atop a pile of debris that was once an elementary school, while household items that survived the destruction were strewn in the distance. Obama insisted the area would get federal help in rebuilding, but he also urged local lawmakers to continue funding for emergency response training and equipment.

Injured veterans came to Crawford, Texas, to join George W. Bush for a mountain-bike race on a solemn holiday. It's one part of the ex-president's work for the fallen, their families, and returning troops, writes The Daily Beast's Mark McKinnon.

Maybe it was the reason the Internal Revenue Service was targeting certain groups. The New York Times reports that many of the groups applying for tax-exempt status as "social welfare" organizations were involved in political activities, and that some of the IRS' seemingly strange questions were designed to figure out whether election politics or social welfare was their primary purpose. That distinction is hard to draw, according to a former Justice Department tax lawyer quoted by the Times, and can involve questions about the organization's internet activity, whether its leaders plan to run for office, and the status of its volunteers. One former IRS official went so far as to call the inspector general "careless in his terminology" when he said the IRS inappropriately targeted these groups. Meanwhile, Congressional staffers will spend the recess poring over IRS documents as lawmakers try to find more agents at fault.

The Syrian foreign minister said on Monday that the regime agrees "in principle" to participate in talks in Geneva next month that are aimed at ending the bloody two-year civil war. Officials in the opposition have also indicated they will attend, although they have insisted that before doing so they first need assurance that President Bashar al-Assad will one day step down. Meanwhile, fighting continued in the fierce battle for control of Qusayr, a strategic town that links the capital to the Mediterranean Sea. Opposition fighters said at least 79 Hezbollah fighters were killed so far, while a sniper killed a pro-government journalist on Monday. In Europe, EU foreign ministers debated easing the sanctions against Syria so that weapons could be supplied to the rebels.
