STRATEGY
1. The Ryan Plan: Short-Term Loss, Long-Term Gain for the GOP

The Democrats think they have the Republicans right where they want them
for the upcoming vote in the Senate on Rep. Paul Ryan's plan for
Medicare. But as The Daily Beast's Michael Tomasky notes, the GOP is
focused on winning the long game. The vast majority of Republicans run
in safe districts and states. They're going to stand by Ryan. There will
likely be no Medicare deal before next year's election - the issue is
handier for both sides as a political football. So that means
negotiations might not get serious until 2013.

2. More Big Twisters on the Way

2011 is already the deadliest tornado season since 1953 and more big
storms may be on the way, with strong tornadoes "likely" Tuesday in
Oklahoma and Kansas, before moving Wednesday to Missouri and Illinois.
What's going on? One possible answer is La Niña, the cyclical drop in
Pacific temperatures that alters prevailing winds and causes more
thunderstorm "super cells." President Obama, meanwhile, will visit
Joplin, Missouri Sunday to see the damage of the latest tornado.

3. Netanyahu: No 1967 Borders

Israeli Prime Minister Benjamin Netanyahu will lay out his plan for
Israeli-Palestinian peace on Tuesday - and he insisted Israel will not
return to its 1967 borders. "I intend to speak the unvarnished truth,"
Netanyahu said. He has been dealing with the fallout from President
Obama's address last week, but Obama has since clarified that he would
be willing to negotiate a deal between Israel and Palestine with a land
swap over the West Bank settlements. Netanyahu will speak before the
U.S. Congress Tuesday, where he will mainly be greeted by supporters -
especially Republicans who said they will introduce a resolution to
counter Obama's proposal.

4. Obama to Meet Royal Family

President Obama arrived in England a day early on Monday thanks to the
Icelandic volcano threatening European air travel. His first full day in
England will be spent with the royal family: He and Michelle will meet
with both the Queen and the royal couple Will and Kate, recently
returned from their honeymoon. On Wednesday, it is on to global
politics, as Obama and British Prime Minister David Cameron will talk
fiscal deficits and the Middle East.

5. Dems Hope for House Race Upset

If only former Rep. Chris Lee had kept his shirt on: Democrats are
poised to score an upset victory Tuesday in the race for the seat of
former "Craigslist congressman" Chris Lee. Democrat Kathy Hochul leads
by four to six points in the latest polls, thanks in large part to
attacking her opponent's support for Rep. Paul Ryan's Medicare-gutting
budget plan. Taking note of Hochul's success, Senate Democrats plan to
put Republicans on the spot by forcing a vote on Ryan's plan this week.
Massachusetts Senator Scott Brown and Maine Senator Susan Collins have
said they will vote against the plan and Alaska Senator Lisa Murkowski
looks ready to follow suit.
