President Obama's egregious flip-flop on Khalid Sheik Mohammed - no
civilian trial, but a military tribunal for the 9/11 planner - is a
glaring example of our political cowardice. It also hands al Qaeda a
victory, says The Daily Beast's Paul Campos. There isn't a shred of
evidence that our criminal courts can't achieve something very close to
a 100 percent conviction rate for people who have been charged with
terrorism-related crimes, a category so broadly defined under federal
law that it includes such things as giving any financial support to any
group that has been classified as a terrorist organization.

2. Obama, GOP Prep Shutdown Plans

Government leaders are taking the threat of a shutdown seriously: The
White House has instructed agency officials to share details of shutdown
contingency plans with top managers, while the GOP will begin
distributing pamphlets to lawmakers about how a shutdown will work.
House Speaker John Boehner has rejected the Democrats' proposal of $33
billion, saying it is "not enough." He will meet President Obama at the
White House Tuesday, but will arrive late, after the meeting has already
started. The Washington Post says that in order for a shutdown to be
avoided, a deal must be made by Tuesday night.

3. Final Battle Rages in Ivory Coast

Libya isn't the U.N.'s only African intervention: U.N. and French
helicopters fired on weapons sites of Ivory Coast leader Laurent Gbagbo,
who has refused to step down since losing election in November.
Opposition forces have surrounded his presidential palace after fighters
loyal to Alassane Ouattara, who won last year's democratic election,
entered the city of Abidjan five days ago. Ouattara's ambassador says
Gbagbo is now negotiating his surrender.

4. U.S. Drops Sanctions on Libya Defector

Did Musa Kusa get off easy? The United States has dropped financial
sanctions against the former Libyan foreign minister and Gaddafi
confidant, who defected from the dictator's regime and fled to London
last week. The government apparently hopes that unfreezing Kusa's bank
accounts and allowing him to conduct business deals will lure other top
Gaddafi officials into defecting from the regime as well. Relaxing the
sanctions is a touchy diplomatic decision, however, because of Kusa's
implication in mass murder, including the 1988 Lockerbie bombing in
Scotland. Separately, however, British citizens could file suit against
Kusa for his role in supplying the IRA with weapons.

5. UConn Wins NCAA Title

The University of Connecticut won its third NCAA men's basketball title
on Monday after defeating Butler 53-41. The team can thank its defense:
Butler went just 12-for-64 shooting, the worst ever for a championship
game. At 68, UConn coach Jim Calhoun became the oldest ever to win a
championship and one of just five to have ever won three or more
championships.
