1. The Pentagon's Libya Fears

As the Obama team debates arming Libya's rebels, Defense Secretary Gates
has staked out a clear position: No way. The Daily Beast's Leslie H.
Gelb on why the Pentagon wants to start disentangling - fast. Even with
more U.S. air power, Gelb writes, it probably won't be possible to stop
Gaddafi without using some coalition ground forces. So, pressures to do
more will continue to lurk.

2. Gaddafi Envoy Goes to London

One of Col. Gaddafi's most-trusted envoys has gone to London - and not,
this time, as a defector. Mohammed Ismail, a senior aide to Gaddafi's
son Saif al-Islan, is in London for confidential talks with British
officials. Though the British Foreign Office tells the Guardian that it
doesn't want to "provide a running commentary" on contacts with regime
officials, a diplomat cited "increasing evidence recently that the sons
want a way out." Meanwhile, the defections of Moussa Koussa, a close
ally of Gaddafi's since the revolution, and of Ali Abdussalam el-Treki,
a former foregin minister, seems to have shaken the Gaddafi regime.
Rumors swirled that the intelligence chief and the speaker of parliament
fled to Tunisia, though this has not been confirmed. But just in case,
Libyan officials posted guards to prevent any other officials from
leaving the country.

3. Massive Rival Protests in Yemen

Two rival demonstrations are being held in Yemen, one in support of
President Ali Abudllah Saleh and the other calling for his immediate
ouster. All told, tens of thousands of protesters are marching toward
each other, the anti-government protesters from the renamed "Change
Square" near the university, and regime loyalists gathering in Tahrir
Square a little over a mile away. Talks over Saleh's resignation seem to
have hit a snag, with Saleh continuing to promise to resign in 2012 and
the opposition continuing to call for his immediate departure. The UK
Foreign Office has urged British citizens to leave Yemen as soon as
possible, warning of a "high possibility of violent demonstrations"
today.

IVORY COAST
4. End Is Near for Gbagbo

It's been four months of sanctions, financial collapse, and civil war,
but it looks like the reign of Ivory Coast's Laurent Gbagbo is about to
end. Troops loyal to his opponent, Alassane Ouattara, the man recognized
by the U.N. and the African Union to have defeated Gbagbo in the
election, are closing in on Gbagbo's residence. The head of the army
resigned and fled to the South African embassy with his family, and
Gbagbo's security forces, who have terrorized civilians in
Ouattara-supporting neighborhoods for months, have mostly given up
without a fight, leaving the road open for Ouattara's advance to
Abidgan. It seems that only Gbagbo's elite presidential guard is holding
firm, however, trying to defend Gbagbo's fortified compound.

5. High Radiation Detected in Groundwater

This sounds ominous. Japan's nuclear safety agency ordered the power
utility in charge of the stricken nuclear plants to review its radiation
measurements, saying it seems suspiciously high. Tokyo Electric Power
has repeatedly had to take back its radiation figures after announcing
them to be alarmingly high, sapping confidence in the company's ability
to handle the crisis. The latest radiation figure showed that
groundwater under one of the reactors contained iodine concentrations
10,000 times the government standard. Tepco says the high number seems
to be the result of a glitch in its computer program - but also that it
might be correct. If it's accurate, there's a chance the radiation could
leak into wells or waterways, but experts say it's more likely it would
seep into the ocean and disperse.
