The horrified parents of a 20-year-old woman from an upscale Scottish suburb have discovered that she is one of the female jihadists recruiting Westerners to be wives and child-bearers for ISIS. Jamie Dettmer reports on Aqsa Mahmood, who went to an exclusive school and was described as "sweet, intelligent, and peaceful," before running off to marry a jihadist in Syria last year. The Department of Justice will open a civil-rights investigation into the Ferguson, Missouri, Police Department, which was responsible for the fatal shooting of unarmed black teenager Michael Brown. The probe will be announced as early as Thursday, according to two federal law-enforcement officials who spoke to The Washington Post. The Justice Department's Civil Rights Division will conduct the investigation, which will include not only the police units belonging to Ferguson but also other towns in St. Louis County. The investigation comes on the heels of a Justice Department probe into whether Ferguson police officer Darren Wilson violated Brown's civil rights when he fatally shot him.

Comedienne Joan Rivers has been moved out of ICU and into a private room, but it is not clear whether she remains in critical condition. TMZ reports that New York health officials are "reviewing" the endoscopy clinic where she was having a procedure on her vocal cords when she stopped breathing and was rushed to hospital last week. The site says sources tell it that the state's health department has contacted the clinic but has not launched a formal investigation. The 81-year-old Rivers reportedly is being kept comfortable at Mount Sinai Hospital.

Texas Governor Rick Perry was seen as a hero-cowboy when he was indicted last month on two felony charges stemming from how he dealt with a misbehaving Democratic state official. After all, Perry was under attack from the left wing, and his response was to walk through a hail of blue-hued bullets and emerge laughing. Olivia Nuzzi reports that now some conservative true believers think maybe the company Perry keeps is more suited to a mainstream Republican—or a right-of-center Democrat.
