PROMISES

That's what John McCain says the president promised to do if it means getting support for an attack on Syria. Josh Rogin and Eli Lake report on Obama's quickening war campaign. Plus, Bernard-Henri Lévy on how Putin factors into the equation.

BOOM

The Israeli Defense Ministry has confirmed it conducted a "successful test" in a joint missile exercise with the U.S. into the Mediterranean Sea. Russia's state-owned news agency first reported the detection of two "ballistic objects" being fired into the eastern Mediterranean. Nothing was launched from U.S. Navy ships, and it's unclear what role the U.S. had. The tests come at a time of heightened tension in the region and as Washington weighs a possible strike on Syria.

Twilight Zone

After losing in the fourth round of the U.S. Open, Roger Federer seems to have lost his mojo. Hold the eulogies, writes Sujay Kumar, the tennis god isn't done winning Grand Slams.

WON'T BACK DOWN

Bashar al-Assad isn't going anywhere. In an interview with Le Figaro, the Syrian president called the Middle East a "powder keg" and warned that an military intervention would unleash "chaos and extremism." The only way to deal with rebels, he said, was to "annihilate them." He also called France an "enemy of the Syrian people." Meanwhile, France published its own intelligence report yesterday that found Assad culpable in the recent chemical-weapons attacks that killed hundreds.

IT'S ABOUT TIME

CBS and Time Warner have reached an agreement that will allow the cable company to broadcast CBS and its affiliate networks. The companies, which announced the deal in a joint press release on Monday, said that programming would resume by 6 p.m. The terms of the new contract aren't being disclosed. Millions of viewers went without CBS for a month as the two massive companies squabbled over how much to charge for retransmission fees, which providers pay to TV station owners.
