DIRTY WAR

It's official: we have a pope. In front of a crowd of up to 1 million that included Joe Biden and Robert Mugabe, Pope Francis received his fisherman's ring and his papal palladium made of lamb's wool—thus officially making him pope. Walking through the crowds and clearly really taking the "pope of the people" thing seriously, Francis kissed a disabled pilgrim. Is this enough to erase the questions of his past? Yes, says The Daily Beast's Michael Daly: long before the media played gotcha, Francis seems to have wrestled with not having taken a more forthright stand against the undeniable evil of the "dirty war." 10TH ANNIVERSARY

Bomb attacks in Baghdad and the surrounding area killed more than 50 people on Tuesday—the 10th anniversary of the U.S.-led invasion of Iraq. NOT SO FAST

Cypriots may not need those shoe boxes for their money after all. Cyprus's Parliament looked likely to veto the highly unpopular tax on savings to finance the bailout by the European Union and the International Monetary Fund. But without the bailout, the country could default on its loans and face a banking collapse. Lawmakers have already postponed the vote twice, and three parties have stated outright that they will not support the tax. To finance the bailout, a onetime tax has been proposed on all bank deposits, with a 6.75 percent levy on all deposits of up to €100,000 and 9.9 percent on those above €100,000. The measure is unpopular not just in Cyprus; many throughout Europe worry similar measures could spread to their countries.

TURNAROUND

Did that CPAC straw-poll victory go to Rand Paul's head? The Kentucky senator—and libertarian favorite—will announce on Tuesday that he supports a path for citizenship for illegal immigrants, a move that could alienate him from his Tea Party base. "If you wish to live and work in America, then we will find a place for you," Paul is expected to say, according to an advance copy of the speech obtained by the Associated Press. But don't think it will be a cakewalk for illegal immigrants who want to be citizens: Paul will propose a plan with several caveats that will make the process long and difficult, and Congress will have to agree first that progress is being made on border security. Does he just want to filibuster again?

GRISLY

A Turkish man confessed on Monday to the January murder of a Staten Island woman who had been vacationing in Istanbul, saying he beat Sarai Sierra to death after she resisted his kiss. The suspect, known only as Ziya T., said he tried to kiss Sierra while she was taking photographs near abandoned railroad tracks, and she tried to fend him off with her cellphone. In a rage, Ziya T. said he then "hit her as hard as I could," which sent her falling down an embankment—and he followed her and attempted to kiss her again. She again tried to fight him off, but the two got in a 30-minute struggle that ended when Ziya T. left her "croaking" to death, he said. Ziya T. later fled into Syria and joined the rebel fighters, only to be injured and then turn himself in to Turkish police.
