MUST READS FROM ALL OVER

INTERVENTION
1. Let Libya's Neighbors Fix It

Arabs and Europeans are calling for a no-fly zone over Libya. But why
should America do the job when those neighbors have ample air power and
the responsibility to do it themselves? The Daily Beast's Leslie H. Gelb
on how they're using the U.N. as an excuse for inaction - and why Obama
is getting a bad rap.

DISASTER
2. U.S.: Next 48 Hours Are Critical for Japan

Japan must get the Fukushima Daiichi nuclear plant under control in the
next 48 hours or face a situation that will be "deadly for decades," a
U.S. official tells ABC News. "We are all-out urging the Japanese to get
more people back in there to do emergency operation there, that the next
24 to 48 hours are critical," the official said. "They need to stop
pulling out people - and step up with getting them back in the reactor
to cool it. There is a recognition this is a suicide mission." Japanese
military helicopters have begun dumping water on the overheating
reactors and fuel rods.

FALLOUT
3. Radiation to Reach Calif. on Friday

Radiation from Japan's Fukushima Daiichi nuclear plant will reach
Southern California on Friday, according to the United Nations. There's
no need to run, however: Officials will say the radiation will dilute as
it moves over seas and will have minor consequences at worst. Radiation
from Chernobyl in 1986 also reached the Western U.S., with no ill
consequences.

GETTING TOUGH
4. Obama Pushes for Libya Strikes

It may be too late for a no-fly zone, but could more aggressive measures
save Libyan rebels? President Obama wants the U.N. to authorize military
strikes against Libya that would target Muammar Gaddafi's tanks and
heavy artillery. The U.S. is backing a Security Council resolution that
would allow for a broad range of options, although the U.S. still
insists that any military action must be carried out by an international
coalition that includes Libya's Arab neighbors. "The turning point was
really the Arab League statement on Saturday," Secretary of State
Hillary Rodham Clinton said Wednesday. "That was an extraordinary
statement in which the Arab League asked for Security Council action
against one of its own members." Clinton said she hopes for a U.N. vote
Thursday.

MIDDLE EAST
5. Bahrain Detains Opposition Leaders

The government of Bahrain has detained at least six opposition leaders
just days after it declared a three-month emergency rule. The arrested
leaders include Hassan Mushaima and Abdul Jalil al-Sangaece. The
government had previously attempted to to try the two leaders, before
dropping charges in an attempt to ease tensions with protesters. At
least five people died on Wednesday as soldiers and police cleared
protesters from Manama's central square.
